To find out if an advisory was in place when you purchased your insurance or your trip or when you departed, you should contact the Department of Foreign Affairs directly by writing to voyage-travel.ldwt@international.gc.ca. They will tell you if an advisory had been issued, and if so, what level it was.
Under the terms and conditions of the contracts, insurers consider level 3 (avoid non-essential travel) and level 4 (avoid all travel) advisories as official warnings.
